Dubai developer not responding to your off-plan emails: an escalation playbook for American buyers

Developer not responding on your Dubai off-plan unit? American buyers: keep a dated paper trail across time zones, check the DLD record, escalate in order.

Short answer

  • When a developer is not responding on an off-plan unit in Dubai, American buyers should first check the project's DLD status, then write formally and keep a dated log.
  • Silence is not proof of anything; the Dubai Land Department record shows whether the project is active, finished or cancelled.
  • The DLD can try to reach an amicable settlement but cannot cancel a contract; termination or compensation goes to the Dubai Courts or arbitration.
  • If silence comes with a request to pay into a new account, call your bank and report to IC3 and the FTC.

Developer not responding on a Dubai off-plan unit: the American buyer's escalation path

A developer who stops replying is a problem to document and escalate in order, not a reason to stop paying. Five steps, from facts to formal escalation.

  1. Check the project status

Look at the DLD record before assuming the worst.
  2. Send one formal written notice

Email plus a channel named in your SPA.
  3. Time your follow-ups to Dubai hours

    Work around an 8-to-12-hour gap.
  4. Escalate through Dubai channels

DLD conciliation, then a UAE lawyer.
  5. Use US channels only for fraud

    Bank, IC3, FTC.

Step 1: What should US buyers check first when they can't reach the developer in Dubai?

The project's status in the Dubai Land Department (DLD) record tells you more than an unanswered inbox. The DLD's Dubai REST app shows the completion percentage, the last inspection date, site photos and whether the project is active, finished or cancelled.

From the US, logging in usually needs a UAE PASS Visitor account; without one, use the DLD website's status search. You can also see the project's registry facts before you send anything.

Step 2: How do I write to a Dubai developer ignoring emails?

Send one clear, dated notice that a third party could read and understand. Quote your unit, your SPA (sale and purchase agreement) date and your Oqood registration, state the question, and ask for a written reply by a specific date.

What a formal notice should include

Check whether your SPA has a notices clause naming an address or method for formal notices, and use it. Keep delivery receipts.

Step 3: When should US investors call or email Dubai?

Aim your follow-ups at Dubai's working morning, which is your late night or early morning. The UAE is on UTC+4 all year and does not use daylight saving time, so the gap with the US shifts twice a year.

Step 4: How do I escalate in Dubai when the developer stays silent?

Escalate from your written notice to the DLD to a UAE-qualified lawyer. The DLD can try to reach an amicable settlement between buyer and developer, and a settlement it approves is binding. The DLD itself says it cannot terminate a contract at an investor's request; for termination, the investor should go to the real estate court.

If your developer has refused or delayed registering your purchase, the DLD FAQ says you can apply to its Real Estate Registration Assurance section with supporting documents.

Step 5: When do US authorities get involved for US investors?

US agencies do not handle unanswered emails, but they do handle fraud. If silence comes with a request to pay into a different account, act the same day.

Consular help has limits. The State Department can provide lists of UAE attorneys, but embassies cannot recommend one, cannot act as your agent and do not give legal advice. Go deeper with the paper-trail pillar for silent developers, browse every US-specific guide, or move on to the playbooks for a dispute with a Dubai developer and a delayed project.

What should US investors do when a Dubai developer is ignoring emails?
US investors whose Dubai developer is ignoring emails should check the project's DLD status, send one formal written notice through the channels named in the SPA, and keep a dated log in both UAE and US time. If silence continues, the next steps are DLD conciliation and a UAE-qualified lawyer.
Can't reach the developer in Dubai: should I stop paying?
Stopping payments because a Dubai developer cannot be reached puts the buyer at risk of default. Under Article 11 of Law No. 13 of 2008, as amended by Law No. 19 of 2020, a developer can start a DLD notice giving 30 days to pay, then terminate and keep part of the unit value. Take UAE legal advice first.
Does a silent developer mean my Dubai project is cancelled?
A silent developer does not mean a Dubai project is cancelled. Only RERA can cancel a project, by a final, reasoned decision, and the DLD record labels each project active, finished or cancelled. Check the Dubai REST app or the DLD website status search before drawing any conclusion.
Can the US Embassy contact my Dubai developer for me?
The US Embassy cannot contact a Dubai developer on a buyer's behalf in a private dispute. State Department guidance says embassies cannot act as a citizen's agent or attorney and do not provide legal advice, though they can give a list of local attorneys. The embassy cannot recommend any particular lawyer.
