Developer not responding on your Dubai off-plan: a UK buyer's escalation path

Developer not responding, off-plan Dubai, from the UK? Build a dated paper trail across time zones, then escalate to the DLD, RERA or a lawyer, in order.

Short answer

  • Developer not responding, off-plan Dubai, from the UK? Switch every contact to email and keep a dated log in both London and UAE time.
  • Check the project's official status in the Dubai Land Department's Dubai REST app before assuming the worst.
  • Escalate in order: written demand, the DLD (amicable settlement, or its Real Estate Registration Assurance section if your unit was never registered), then the Dubai Courts or arbitration.
  • GOV.UK suggests buyers could consider approaching RERA; the FCDO cannot contact the developer for you.

Developer not responding, off-plan Dubai, from the UK: first move?

Move everything into writing and start a log today. A developer not responding is, in itself, not a legal breach; your aim is a record that a lawyer, the DLD or a court can follow later.

I tried contacting the company's office in South Korea but there was no reply.

Silence can mean a busy sales team or a project in trouble. The record tells you which.

What should I check when a Dubai developer stops replying?

Whether the project is still active. The Dubai REST app's Project Status (Mashrooi) service shows the project's status, developer details, escrow account details and inspection details, and Gulf News (2023) reports each project carries a label: active, finished or cancelled.

If the label reads cancelled, the refund rules apply instead; see what happens when a Dubai project is cancelled. If it reads active and the date has slipped, the UK guide to a delayed project is the better starting point.

Dubai developer ignoring emails (UK investors): how do I build a paper trail?

Send short, numbered emails that each ask one clear question with a reply-by date. Keep them factual and attach proof.

  1. Find every official address

Use the addresses in your SPA, notices and receipts, and send to all of them.

  2. Write one dated demand

State your unit, Oqood number and the question. Give a reply-by date expressed in UAE time.

  3. Log each attempt

Record date, London time, UAE time, channel and outcome in one spreadsheet.

  4. Ask the escrow agent for records

Article 12 of Law No. 8 of 2007 lets depositors see their own accounting records and ask for copies. The escrow agent is a licensed bank or financial institution, not the developer.

FCDO advice is to always insist on a paper (preferably not electronic) receipt for money paid. Missing one? Ask for it now, in writing.

Can't reach developer (Dubai, British buyers): where do I escalate?

Escalate one level at a time, in writing. The Dubai Land Department (DLD) and RERA, its regulatory arm, have limited roles.

Escalation routes for a silent developer
RouteWhat it can doWhat it cannot do
DLD Real Estate Registration AssuranceAct when a developer refuses or delays registering your unitResolve payment or delay disputes
DLD amicable settlementTry to settle the dispute; an approved settlement is bindingTerminate your contract
RERAGOV.UK says buyers could consider approaching itAct as your lawyer
Dubai Courts or arbitrationRule on termination or compensationMove quickly; GOV.UK warns cases can take months or years

Our UK guide to disputes with a developer covers the court stage in detail.

Should I report it to the police in the UK?

Only if you suspect fraud rather than poor service. A slow developer is a contract problem; a seller who took money and vanished may be a crime.

Report Fraud, run by City of London Police, takes reports for England, Wales and Northern Ireland: reportfraud.police.uk or 0300 123 2040. In Scotland, call Police Scotland on 101. The UK's APP reimbursement scheme does not cover international transfers, so a report there will not by itself recover money sent to Dubai.

Can the British Embassy contact the developer for me?

No. The FCDO says it has no jurisdiction in private legal matters overseas and cannot mediate. It does publish lists of English-speaking lawyers, which it says are not recommendations.

The global version, developer not responding in Dubai, and the UK buyers' hub have more. Before escalating, look up what the registry shows.

What should UK investors do when a Dubai developer is ignoring emails?

UK investors whose Dubai developer is ignoring emails should send short, dated written demands to every official address, log each attempt in both London and UAE time, and check the project's status in the Dubai REST app. If silence continues, escalate to the DLD for amicable settlement, then to the Dubai Courts or arbitration.

Can the DLD force a Dubai developer to respond?

The Dubai Land Department can try to reach an amicable settlement between a buyer and a developer, and a settlement it approves is binding. It cannot terminate the contract at the buyer's request. If the developer refused or delayed registering the unit, the DLD's Real Estate Registration Assurance section can be approached with supporting documents.

Is a silent Dubai developer a matter for Report Fraud?

A silent Dubai developer is usually a contract matter, not a crime. If you believe you were deceived, for example by a seller who took money and disappeared, Report Fraud handles reports for England, Wales and Northern Ireland on 0300 123 2040. People in Scotland should report to Police Scotland on 101.

How can British buyers check escrow payments when they can't reach the developer?

British buyers who cannot reach the developer can approach the project's escrow agent directly. Article 12 of Dubai Law No. 8 of 2007 lets depositors see their own accounting records and ask for copies. The escrow agent is a bank or financial institution licensed by the UAE Central Bank, separate from the developer.
