Short answer
- Whether an expression of interest on Dubai property is refundable from the UK depends on the developer: an EOI is a payment made before an off-plan launch to register interest in a unit; no SPA exists yet.
- No DLD or RERA rule on EOIs was found, so refund terms are the developer's own.
- In Abu Dhabi, under rules ADREC announced in February 2026, EOIs must be registered on ADREC's Madhmoun platform, with funds held in a supervised escrow account.
- From the UK, the practical safeguards are written refund terms, a named recipient account, and the knowledge that UK APP reimbursement does not cover international payments.
Launch invitations often arrive by WhatsApp or at a London event, with a request to "secure your spot" before a release date. Before paying, a buyer in the UK needs to know what the payment is, who will hold it, and which emirate's rules apply.
Is an expression of interest on Dubai property refundable if I pay from the UK?
It depends on the developer's written terms, not on Dubai law. In Dubai, EOI terms, including whether and when the money comes back, are set by the developer, so get the refund terms in writing and know who is holding the money before you pay.
Paying from Britain does not change that answer. It changes two practical points: you will be dealing with the paperwork remotely, and a transfer abroad has fewer bank-side protections than a domestic one.
What is an EOI in Dubai, for UK investors new to off-plan?
An EOI is a pre-launch payment that registers your interest in an off-plan unit before any sale and purchase agreement (SPA) is signed. It sits at an earlier stage than a booking or reservation deposit.
| Dubai | Abu Dhabi | |
|---|---|---|
| Official EOI rule | None found from DLD or RERA | Announced by ADREC, Feb 2026 |
| Registration | No verified requirement | On ADREC's Madhmoun platform |
| Where the money sits | Not confirmed; ask in writing | Supervised preparatory escrow account |
| Refund terms | Set by the developer | Digital refund mechanisms (no amounts given) |
A property portal claims Dubai EOIs are usually refundable and usually placed in escrow, but no official source confirms it. Treat that as unverified until you see the developer's written terms.
Who holds the money once I pay?
Ask before you pay, and get the answer in writing. Dubai's escrow rules, under Law No. 8 of 2007, route off-plan buyers' money to an account in the project's name; no official source says an EOI paid before any contract is caught by them.
Investors must verify that off-plan projects are licensed and registered with an escrow account
Confirm the project exists in the registry
Look up the project in the DLD's Dubai REST app and note whether an escrow account is listed.Scan the advert's QR code
Since 24 April 2023, Dubai ads must carry a Madmoun QR code issued with the Trakheesi permit; scanning it shows whether the ad is RERA-approved and valid.Get the terms on paper
Ask for the refund conditions, the deadline and the receiving account name, then keep a copy before transferring anything.
Does a launch event in London change anything?
The Dubai rules travel with the project, not the venue. The DLD's advertising-permit rules allow only preliminary reservations, not sales, at exhibitions, and bar advertisers from showcasing off-plan properties not registered with the Escrow Account Department.
What happens if I pay by bank transfer from the UK?
You lose the domestic safety net. The UK APP reimbursement scheme, in force since 7 October 2024, covers UK-to-UK payments by Faster Payments or CHAPS up to £85,000, so an EOI sent to a Dubai account is outside it.
- Madmoun QR
- Since 24 Apr 2023
- Mandatory on Dubai property ads
- Abu Dhabi EOIs
- Madhmoun register
- ADREC, Feb 2026
Example: a hypothetical £5,000 EOI sent by SWIFT to a Dubai account, then contested, can only come back by agreement or through the recipient's bank. A recall is a request, not a reversal.
How do I time questions to a Dubai sales team?
Dubai is on UTC+4 all year. It is 3 hours ahead of the UK during BST and 4 hours ahead after the clocks go back on 25 October 2026, so send questions in your morning and expect replies before the UK lunch hour.
Look up the project's public record before a launch deadline pushes you. If you have already paid and want the money back, see the UK guide to EOI refunds; before any later transfer, read how to verify the escrow account from the UK. The global EOI explainer and the UK buyers' hub cover the rest.
