Short answer
- The Dubai Land Department (DLD) can try to settle a developer–buyer dispute amicably, and a settlement it approves is binding, but it cannot cancel your contract.
- Claims for termination or compensation go to the Dubai Courts, or to arbitration if your SPA has an arbitration clause; Article 11(g) of Law No. 13 of 2008 keeps that right open.
- The Dubai Courts' Centre for Amicable Settlement of Disputes has exclusive first-step jurisdiction over claims up to AED 500,000, according to Clyde & Co, which does not spell out how this applies to real estate.
- The Rental Disputes Center handles lease disputes, not off-plan sales.
- Compensation needs proof of breach, actual damage and a causal link, and UK government advice says Dubai cases can take many months or years.
An off-plan dispute with a developer in Dubai usually ends in one of three places: a DLD settlement, a court case or an arbitration. This guide maps each route, what it can do and what to prepare. It covers Dubai only.
Key terms: the SPA (Sale and Purchase Agreement) is your contract. RERA, the Real Estate Regulatory Agency, is the DLD's regulatory arm. Arbitration is a private process for resolving disputes that applies only if the SPA provides for it.
Off-plan dispute with a developer in Dubai: where does it go?
Most disputes go first to an attempt at settlement, then to the Dubai Courts or arbitration if that fails. The right starting point depends on what you are asking for.

What can DLD amicable settlement with a developer achieve?
DLD amicable settlement can produce a binding agreement, but only if both sides agree. Khaleej Times reports that the DLD may try to settle developer–buyer disputes and that a settlement it approves is binding, citing Executive Council Resolution No. 6 of 2010, Article 14.
The DLD's own FAQ sets the limit clearly. It cannot terminate a contract at the investor's request; its role is limited to amicable settlement, and for termination "the investor ... should go to the real estate court."
How do you sue a developer in Dubai?
To sue a developer in Dubai, you file a civil claim in the Dubai Courts, unless your SPA sends disputes to arbitration. Article 11(g) of Law No. 13 of 2008, as amended, says its rules "will not preclude the purchaser from having recourse to courts or arbitration."

What is a Dubai Courts real estate claim for off-plan like?
A court claim is slower and more formal than settlement, and the burden of proof is on you. HAS Law Firm (2026) says compensation requires proof of breach, actual damage and a causal link between them.

Clyde & Co (July 2025) says the Centre for Amicable Settlement of Disputes (Law 18 of 2021; Resolution 4 of 2025) handles claims up to AED 500,000 first. It does not say how this applies to real estate, so confirm the route with a lawyer.
UK government guidance on buying property in the UAE warns that in Dubai "it can take many months and, on occasions, years for cases to be concluded." It adds that buyers "could consider approaching RERA."
Winning is also not the end. Collecting on a judgment is a separate stage, handled by the execution court.

Which disputes have a special route?
Cancelled and liquidated projects follow their own track. Decree No. 33 of 2020 set up the Special Tribunal for Liquidation of Cancelled Real Property Projects, whose decisions are final and are enforced by the Dubai Courts' Execution Court.
Other Dubai courts, including the DIFC Courts, cannot hear those disputes. If RERA has cancelled your project, read what happens to your money when a project is cancelled before filing anywhere.
What should you prepare before starting a dispute?
Prepare a complete, dated file before you contact the DLD, a lawyer or the court. A missing contract is a common gap, as the then chief justice of Dubai's real estate court told Gulf News in an older, historical report.
A lot of complainants come to the court without purchase contracts.
Your dispute file
If the developer has stopped replying, start with building a paper trail when a developer goes quiet. For late handover claims, see compensation for delayed handover. Before you instruct a lawyer, check the registration and escrow facts so the claim starts from official data.
