Short answer
- If you paid cash for off-plan property in Dubai, the payment itself is not banned: no verified UAE law bans or caps cash for property. What exists is a reporting duty.
- Under Ministry of Economy Circular No. 05/2022, UAE-licensed brokers and agents must report freehold deals where cash payments reach AED 55,000 or more, through the FIU's goAML platform.
- Since May 2024, several large Dubai master developers limit cash to AED 55,000 per transaction as company policy, not law.
- The bigger issue is escrow: in Dubai, off-plan buyer payments must reach the project's escrow account under Law No. 8 of 2007, and cash handed over at a counter is harder to trace there.
- Get a receipt that names the payee company, then confirm the amount shows up against your unit.
What happens if you paid cash for off-plan property in Dubai?
Paying cash is legal, but it leaves a thinner paper trail than a bank transfer, and that is where the risk sits. Your next steps are to secure a proper receipt, confirm the money reached the project's escrow account, and check the sale is registered.
The cash itself is rarely the problem. Proving, months later, where it went and what it was for is.

The AED 55,000 cash rule for property, explained
The AED 55,000 figure is a reporting trigger, not a payment limit. Ministry of Economy Circular No. 05/2022, dated 24 June 2022 and in force from 1 July 2022, requires UAE-licensed real estate brokers and agents to file a report when certain freehold deals involve cash.
The circular applies where:
- cash payments, single or combined, reach AED 55,000 or more;
- any payment is made in virtual assets; or
- the funds used were converted from virtual assets.
The broker or agent files a Real Estate Transaction Report (REAR) through goAML, the reporting platform of the UAE's Financial Intelligence Unit, and keeps records for at least five years. No filing deadline is stated in the circular.
Federal Decree-Law No. 10 of 2025 on anti-money laundering took effect on 14 October 2025; no property-specific change to the cash threshold was verified.
Why does escrow matter more for a cash deposit to a developer in Dubai?
Dubai law routes off-plan buyer payments into a project escrow account, and cash paid at a counter has to make an extra trip to get there. If the money stopped short, the escrow protections may not cover it.
Under Article 7 of Law No. 8 of 2007, payments by off-plan purchasers go into an escrow account opened in the project's name. Under Article 9(1), that account serves only that project and cannot be seized by the developer's creditors.
Buyers who later find gaps often say the same thing about the person who took their money.
He could have alerted me about the lack of an escrow account.
How to trace a cash payment at a Dubai sales office
Work from the receipt outwards: who signed it, which company it names, and whether the amount appears on the developer's statement for your unit.
Get a proper receipt
Ask for a receipt on company letterhead naming the legal entity, the unit, the amount, the date and the purpose.Ask for a statement of account
Request the developer's statement for your unit and compare the cash credit with your receipt.Check the project's escrow account
In the Dubai REST app, the Project Status (Mashrooi) service shows escrow account details for registered projects. Ask the developer to confirm in writing that your payment was deposited there.Confirm registration
Make sure the SPA was registered in the Interim Real Property Register and that you received the Provisional registration e-certificate by email.Use your right to see records
Under Article 12 of Law No. 8 of 2007, depositors may see their own accounting records with the escrow agent and ask for copies.
What if the cash cannot be traced?
If the developer cannot show your cash credited to your unit or to escrow, put the question in writing and keep the answer. The route depends on who took the money.
| Payee | First step | Possible route |
|---|---|---|
| Developer's sales office | Written request for statement and escrow confirmation | DLD amicable settlement, then Dubai Courts |
| Broker or agent | Ask for the brokerage's receipt and confirmation it passed the money on | Complaint and legal advice |
| Individual with no company receipt | Write down names, dates, witnesses and messages | Police report and legal advice |
Under Article 16 of Law No. 8 of 2007, anyone who steals, misappropriates or forfeits money handed over for development, or knowingly sells units in fraudulent projects, faces jail and/or a fine of at least AED 100,000. The English text does not contain a separate offense of "receiving money outside escrow"; such conduct would be assessed under Article 16(4) or other laws.
The DLD can attempt an amicable settlement but cannot cancel a contract; claims go to the Dubai Courts, or to arbitration if the SPA says so. See our guide on money paid outside escrow.
Before any further payment
For the next installment, verifying the escrow account takes a few minutes. If the cash was a reservation and you want it back, see booking deposit refunds.
Buying from the UK, US, Canada or Australia?
Overseas buyers sometimes pay cash on trips or at launches. Each country guide adds what to do at home and how tax and banking rules may touch the payment.
- Cash payments for UK buyers: HMRC guidance says UK residents normally pay tax on foreign income, including rental income from overseas property.
- Cash payments for US buyers: an FBAR is required if foreign financial accounts total more than $10,000 at any time in the year.
- Cash payments for Canadian buyers: Form T1135 applies where the total cost of specified foreign property exceeds $100,000.
- Cash payments for Australian buyers: the ATO says Australian residents must declare income earned anywhere in the world.
Tax points in these guides are general information only. See a project's public record before your next payment, whichever country you are in.
